Meet Our Leadership

John Bagala

John Bagala

Chief Executive Officer

Captain John Bagala, EMTP is a thirty-year veteran of the Fire and Emergency Services who has spent his career involved in training and education. He is a licensed Paramedic who holds his CA teaching credential in Adult Education for Safety and Health Occupations, is a certified and registered Master Instructor with the California State Fire Marshall’s office, a NAEMSE Instructor II, and sits on numerous boards and committees. He has extensive experience in program and curriculum development and teaches a wide array of courses. Other qualifications include Terrorism Liaison Officer (Advanced), Critical Infrastructure and Key Resources Protection certificate (Texas A&M), and numerous others.

Louis Lupo

After leaving the USAF, Lou was hired by the Novato Fire District, retiring as a Captain. Lou was a member of the Marin County USAR team for 9 years, specializing in water rescue, and confined space rescue. Concurrently, he worked as a flight Paramedic with the Sonoma County Sheriff’s Helicopter unit 10-Henry-1 for 7 years. Lou’s passion for flying prompted him to obtain his airplane private pilot license, which eventually lead to him earning his Commercial, Instrument, Helicopter Pilot license and Certified Flight Instructor license. Upon retiring from the Fire Service, Lou was hired to fly as a Co-Pilot with Siller Helicopters fighting large wildland fires. He is currently flying full time for Croman Corporation where he is Typed and Carded in the Sikorsky 61. He is a State Fire Marshal Instructor, authorized to teach 31 different classes.

In addition to flying, travel and diving are 2 of his recreational passions. He has earned his Advanced SCUBA Certification and Rescue Diver Certificate.

Patrick ODonogue

Patrick is a Fire Captain/Paramedic currently working for California’s largest fire department, Cal-Fire. He has served in a wide variety of roles. He has also worked internationally for a private company to evacuate critically sick or injured patients from some of the world’s most hazardous and remote locations.

His love of travel and adventure continue to this day.

Adam Brolan

Deputy Fire Chief Adam Brolan retired from the Novato Fire Protection District in 2017 after proudly serving 28 years with the department. In his career he held almost every department rank possible including Paramedic, Captain and Acting Battalion and Acting Fire Chief. As Deputy Fire Chief he was in charge of the all the cities 911 fire related emergency’s as well as being the department’s TLO (Terrorism Liaison Officer) and EOC ( Emergency Operations Center) commander.

Raymond Spradlin

Over thirty five years of experience as a paid professional in the Fire Service. Ray is a Fire Captain, a certified Hazardous Materials Specialist, Emergency Medical Technician and the current Training Officer and Terrorist Liaison Officer for the Santa Rosa (California) Fire Department.

Raymond is an experienced Fire Officer skilled in operations, hazardous material response, Emergency Medical Services (EMS), training, emergency management, disaster response, fire prevention, and code enforcement. In his current position, Ray provides training and proficiency testing in various emergency response related topics as well as development and implementation of health and safety programs, including compliance with federal and state laws and regulations. He is a supervisor/member of the Hazardous Materials Response Team and a certified HazMat instructor.
